수원국의 자금투입이 원조 프로젝트의 성과를 높이는가?

― 세계은행 프로젝트 자료를 이용한 실증분석 ―

국제원조에서 가장 중요한 과제 중 하나는 원조의 효과를 제고하는 것이다. 2005년 파리선언 등을 통해 수원국의 주인의식(ownership)을 높이는 것이 원조효과 제고에 매우 중요하다는 국제적 공감대가 형성되어 있다. 본 논문은 수원국의 주인의식 향상의 한 수단이라고 할 수 있는 수원국의 프로젝트 자금조달 참여가 실제로 프로젝트의 성과를 개선하는 효과가 있는 지를 분석한다. 분석을 위해 2010-2014년 사이에 완료된 세계은행의 600개 이상 프로젝트와 그에 대한 IEG의 성과평가 결과에 관한 자료를 사용하였다. 분석결과 예상과 달리 수원국의 자금투입 기여도 증가는 성과에 부정적 영향을 미치는 것으로 나타났다. 이런 결과는 수원국의 취약한 재정상황이나 조정비용 증가등에서 비롯되었을 것으로 생각되지만, 그 원인은 이후 연구를 통해서 더욱 정확히 분석되어야 할 것이다(JEL 분류: F35, O16, O19).

The fundamental challenge in foreign aid is to improve its effectiveness. The international community has built a consensus that the ownership of recipients is integral to the effectiveness, as articulated in the Paris Declaration of 2005. This study examines if the outcome of development projects is improved by recipients financial contribution, a tool for stronger ownership. This employs the data on over 600 development projects organized by the World Bank in 2010-2014. Their outcome performances were evaluated by the IEG, the independent evaluation arm. The statistical results show that more contribution from recipients significantly worsens the performance. Increased co-ordination cost between a recipient and donors may be a possible reason, but the exact reason needs to be revealed by a further study. (JEL Classifications: F35, O16, O19)
