Stärkung der Gesundheitskompetenz im Bildungssektor

Am 19. Februar 2018 wurde der „Nationale Aktionsplan Gesundheitskompetenz“ (NAP) der Öffentlichkeit vorgestellt (Schaeffer et al., 2018). Nach dem Vorbild anderer Länder werden darin die wichtigsten Herausforderungen für eine Verbesserung der Gesundheitsbildung der Bevölkerung und die Förderung der Gesundheitskommunikation des professionellen Personals in Bildungs- und Versorgungseinrichtungen aufgelistet (s. Abb. 1 und 2) und anschließend gezielte Empfehlungen ausgesprochen. Finanziell wurde das Vorhaben von der Robert Bosch Stiftung, dem AOK Bundesverband, der Universität Bielefeld und der Hertie School of Governance in Berlin unterstützt. Es steht unter der Leitung von Prof. Dr. Doris Schaeffer, Prof. Dr. Klaus Hurrelmann, Prof. Dr. Ullrich Bauer und Dr. Kai Kolpatzik. Der nachfolgende Beitrag befasst sich mit der ersten der 15 Empfehlungen des NAP, die sich auf die Stärkung der Gesundheitskompetenz im Bildungssektor konzentriert.

Abstrakt: Stärkung der Gesundheitskompetenz im Bildungssektor
Am 19. Februar 2018 wurde der „Nationale Aktionsplan Gesundheitskompetenz“ (NAP) der Öffentlichkeit vorgestellt. Darin werden die wichtigsten Herausforderungen für eine Verbesserung der Gesundheitskompetenz der Bevölkerung aufgelistet, gezielte Empfehlungen ausgesprochen und Handlungsfelder zur Umsetzung definiert. Gesundheitskompetenz ist ein vergleichsweise junges Forschungsfeld, in dem die Zielgruppen der Kinder und Jugendlichen vor allem im Zusammenhang mit Bildung und Erziehung gegenwärtig durch Wissenschaft und Politik vermehrt Aufmerksamkeit erhalten. Der Blick in die Debatte verdeutlicht einerseits, dass die Stärkung von Gesundheitswissen und Gesundheitskompetenz im Kindes- und Jugendalter als Schlüsselthema für die pädagogische Arbeit in den Einrichtungen des Erziehungs- und Bildungssystems gilt. Andererseits wird jedoch auch deutlich, in der Praxis ist das Thema Gesundheitskompetenz noch nicht zur Gänze angekommen, obwohl sich junge Menschen wünschen, dass der Umgang mit Gesundheit gezielt in Schule und Bildung thematisiert würde. Vor diesen Hintergründen führt der vorliegende Beitrag in die Thematik Gesundheitskompetenz bei Kindern und Jugendlichen ein und stellt die erste Empfehlung des Aktionsplans vor: „Das Erziehungs- und Bildungssystem in die Lage versetzen, die Förderung von Gesundheitskompetenz so früh wie möglich im Lebenslauf zu beginnen.“ Folglich müssten im Rahmen dieser Strategie alle Institutionen des Erziehungs- und Bildungssystems berücksichtigt werden von den Kindertageseinrichtungen über Schulen hin zu Einrichtungen der Erwachsenenbildung. Die Umsetzung dieser Strategie erfordert zudem eine nachhaltige bildungs- und gesundheitspolitische Unterstützung, um einen effektive Ausführung in der Praxis zu gewährleisten.
Abstract: Improving health literacy in education
On 19 February 2018, the „National Action Plan on Health literacy“ was presented to the public. The plan highlights the most important challenges in relation to improving health literacy in the population, it includes specific recommendations on how to strengthen health literacy and defines several fields of action for implementing the plan`s strategy. Health literacy is still a relatively new field of study within which children and adolescents are getting increased attention by research and policy efforts, especially in context of education. In the recent discussion, strengthening health knowledge and health literacy in children and adolescents is considered as a key target area for pedagogical work that should be facilitated within the institutions of the education system. However, currently health literacy is not being sufficiently addressed in educational practice, although young people express that they would like to learn more about health in school education, including the skills and knowledge necessary to manage health. In this context, the purpose of this article is to briefly introduce the recent discussion regarding health literacy among children and adolescents and to present the first recommendation of the German National Action Plan, which is to „Enable the education system to promote health literacy early in life“. Consequently, such strategy must consider action within all institutions and settings of the education system, including kindergartens, schools and the adult education system. The implementation of this strategy also requires sustained educational and health policy support to ensure effective implementation in practice.
