ОСОБЛИВОСТІ ВИМІРЮВАННЯ СТАНУ РОЗВИТКУ ЕЛЕКТРОННОГО УРЯДУВАННЯ ДЛЯ РЕГІОНІВ УКРАЇНИ

Анотація

Розробка дієвих інструментів оцінки ефективності електронного урядування покликана значно удосконалити процес реформування публічного управління. Статтю присвячено розробці системи індикаторів, які можуть слугувати для вимірювання стану електронного урядування на регіональному рівні в Україні. У статті проаналізовано специфіку використання різних методологічних прийомів до агрегування та нормування індикаторів стану розвитку електронного урядування, що можуть бути використані під час формування інтегрального індексу. Наведено дані розрахунку Індексу розвитку електронного урядування для регіонів України, що враховує вітчизняну специфіку та доступність вихідних даних для формування агрегованих показників. Окреслено основні проблеми, що ускладнюють процес складання інтегральних показників стану розвитку е-урядування, а також напрями подальших перспективних наукових пошуків з удосконалення формалізованої методології вимірювання стану розвитку електронного урядування.

FEATURES OF MEASURING THE STATE OF E-GOVERNMENT DEVELOPMENT FOR THE REGIONS OF UKRAINE

Summary

Modern information challenges significantly influence the process of transformation of public administration towards the development of e-government. E-government is measured differently in different countries around the world. Such an assessment is very important, but there is still no single reliable methodology for this kind of measurement.
The development of effective tools for assessing the effectiveness of e-government is designed to significantly improve the process of reforming public administration. The article is devoted to the development of a system of indicators for measuring the state of e-government at the regional level in Ukraine. The article analyzes the specifics of using various methodological techniques for aggregating and normalizing indicators of e-government development, which can be used in the formation of the integral index. The data of the E-Government Development Index for the regions of Ukraine, taking into account domestic specificity and the availability of input data for the formation of aggregate indicators, are presented. The E-Government Development Index for the regions of Ukraine contains three indicators: an indicator of the development of telecommunication infrastructure, an indicator of the development of online services, an indicator of the development of education. The main problems that complicate the process of assembling integral indicators of the state of e-government development, as well as the direction of further scientific research on improving the formalized methodology for measuring the state of development of e-government, are identified.
The study showed that the gap between the values of the integrated indicators at the regional level is significant enough, which testifies to the uneven implementation and use of e-government tools and development of the telecommunication system. The use of this methodology and calculations in the future will allow to determine the dynamics of development of the investigated processes and the effectiveness of the management actions of the persons responsible for their implementation.
