Synopsis (short abstract) This report aims to accelerate climate change adaptation implementation in fisheries management throughout the world. It showcases how flexibility can be introduced in the fisheries management cycle in order to foster adaptation, strengthen the resilience of fisheries, reduce their vulnerability to climate change, and enable managers to respond in a timely manner to the projected changes in the dynamics of marine resources and ecosystems. The publication includes a set of good practices for climate-adaptive fisheries management that have proven their effectiveness and can be adapted to different contexts, providing a range of options for stakeholders including the fishing industry, fishery managers, policymakers and others involved in decision-making. These good practices were linked to one or more of the three common climate-related impacts on fisheries resources: distributional change; productivity change; and species composition change. Therefore, these three impacts can serve as practical entry points to guide decision-makers in identifying good practice adaptation measures suitable for their local contexts. These good practices are based upon transferable experiences and lessons learned from the thirteen case studies across the globe and hopefully will contribute to greater uptake and implementation of climate-adaptive fisheries management measures on the ground.

Measuring the state of food safety in Belgium with a food safety barometer 2024

This publication document discusses the development and implementation of a food safety barometer in Belgium. The purpose of the barometer is to measure the state of food safety in the country and enable evidence-informed risk management and policy decisions. The barometer consists of 30 indicators that cover various aspects of food safety from farm to fork. These indicators are based on expert opinions and contribute to the measurement of food safety in a science-based and broadly accepted manner. The barometer uses quantifiable indicators that are easily available and unambiguous. It relies on data collected from the control program of the Belgian Federal Agency for the Safety of the Food Chain (FASFC) and the National Reference Centre for disease data. The indicators are expressed as positive or negative changes compared to the previous year and are also compared to a reference year to assess long-term progress in food safety. The development of the barometer involved collaboration with stakeholders representing the entire food chain, which ensured participation and gathering of the best knowledge. However, it also presented challenges due to different emphasis on food safety risks. The weighting of the indicators is subjective but based on expert opinions, and a more objective methodology could be developed in the future. The Food Safety Barometer has been a valuable tool in communicating food safety to stakeholders and consumers. It enables trend analyses and provides insights into the food safety system in Belgium. However, the dynamic nature of the food chain necessitates a flexible system that can adapt to changes in food safety risks and incorporate new indicators as needed. This document was developed within the framework of the FAO Regional Office for Europe and Central Asia and University of Helsinki collaboration on “Call for collecting good practices in improving food safety management”, launched in June 2022. This call aimed to empower organizations to showcase innovative solutions and good practices to improve specific aspects of food safety management in Europe and Central Asia. It facilitates experience sharing and co-learning amongst the Member countries in the region. Five good practices were identified under three categories:  i) Measuring effectiveness of food control; ii) Solutions to support small-scale producers to comply with food safety requirements; iii)  Use of digital solutions to improve food safety management.

This knowledge product is a compilation of good practices identified from the ex-post analysis of eleven FAO–GEF partnership projects. The projects were implemented across the world from 2011 to 2019 and are representative of the first generation of FAO-GEF projects. The broad objective of the FAO-GEF partnership is to help countries transform their food systems to improve land conditions, conserve biodiversity, and build their resilience to impacts of climate change while providing a healthy and nutritious diet for everyone. This partnership addresses a diverse range of topics, such as land, watershed and ecosystem management, biodiversity conservation, climate change mitigation and adaptation, disposal of agrochemicals, and marine and fisheries resource management. These good practices are in line with several actions detailed in "Transforming food and agriculture to achieve the SDGs: 20 interconnected actions to guide decision-makers (20 Actions Guidelines)". Like the 20 Actions Guidelines, these good practices aim to support decision-makers and stakeholders in their efforts to mainstream sustainable food and agriculture to drive progress towards the SDGs. Their application across these projects also demonstrates that the guidelines can be successfully translated on the ground.

Projected future scenarios of climate suggest that climatic conditions in Nepal will worsen, which may imply even more frequent occurrences of climate-related extremes and negative impacts on food production. However, by adopting the right measures, it is possible to manage the climate risks and adapt to the challenges posed by increasing climate variability and climate change. Efforts to promote such measures require a comprehensive approach that includes strengthening the capacities of institutions and delivering needbased services to farming communities. This report provides detailed information about climate and its variability in Nepal, including past trends, future climate change projections and likely impacts on the agriculture sector. The report elaborates the institutional context for managing climate risks and adaptation and reiterates the need to strengthen the collection and analysis of data and information. A comprehensive typology of coping and adaptation strategies for managing current climate risks and building the necessary knowledge and good practices for advancing adaptation over the longer term is presented. The report also examines the issues and opportunities for mainstreaming climate change concerns into broader agriculture and food security policies, plans and strategies.
